West Bengal NEET UG 2026 Urgent Notice: Round 2 Non-Allotted Candidates को Round 3 से पहले मिला One-Time Opportunity

West Bengal NEET UG Counselling 2026 में Private Medical और Dental Colleges की State Quota तथा Management Quota seats को target कर रहे candidates के लिए एक महत्वपूर्ण update आया है। West Bengal Medical Counselling Committee (WBMCC) के अंतर्गत Directorate of Medical Education, Government of West Bengal ने 09 September 2026 को एक urgent notice जारी किया है। WBMCC की official UG Medical & Dental notice listing पर भी “Urgent notice dated 09-09-2026” प्रकाशित है।

यह notice खास तौर पर उन candidates के लिए महत्वपूर्ण है जो WB NEET UG Medical & Dental Counselling 2026 के Round 2 में अभी तक कोई seat allotted नहीं हुए हैं और applicable security deposit जमा नहीं कर पाने के कारण Private Medical/Dental colleges की संबंधित State Quota या Management Quota seats के लिए choices नहीं भर सके।

WBMCC के 9 September Notice में क्या बदलाव हुआ है?

WBMCC ने विभिन्न stakeholders से representations मिलने के बाद ऐसे candidates के लिए एक विशेष व्यवस्था की है। Eligible candidate अपने NEET data में दर्ज registered email ID से candidature को “initialize” करने का request भेज सकता है।

Initialization होने के बाद candidate को Round 3 onwards fresh re-registration का अवसर मिलेगा। उसे registration fee और applicable security deposit फिर से जमा करना होगा। इसका अर्थ यह नहीं है कि candidate को कोई MBBS/BDS seat guaranteed मिल जाएगी; यह केवल applicable counselling process में फिर से participate करने का अवसर है।

WBMCC ने इसे one-time measure बताया है और notice के अनुसार यह सुविधा Round 2 की स्थिति के संदर्भ में दी गई है। इसलिए candidates को इसे सामान्य या हर round में मिलने वाली सुविधा नहीं समझना चाहिए।

कौन Candidates इस Opportunity का लाभ ले सकते हैं?

Notice की wording को ध्यान से समझना जरूरी है। यह सामान्य fresh registration announcement नहीं है।

मुख्य रूप से ऐसे candidates इसके दायरे में आते हैं जो Round 2 तक non-allotted रहे और applicable security deposit न भर पाने के कारण Private Medical/Dental College की State Quota और/या Management Quota choices नहीं भर सके।

Private College State Quota seats के लिए notice में ₹2,00,000 security deposit और Management Quota seats के लिए ₹5,00,000 security deposit का उल्लेख किया गया है।

Request कब और कैसे भेजना है?

यह इस notice का सबसे महत्वपूर्ण हिस्सा है। WBMCC ने request भेजने के लिए एक सीमित window दी है।

Request window 16 September 2026 को सुबह 10:00 बजे शुरू होगी और 18 September 2026 की रात 12:00 बजे समाप्त होगी।

Candidate को request उसी registered email ID से भेजना है जो उसके NEET data में दर्ज है। Notice में request के लिए email ID westbengalcounselingcell@gmail.com दी गई है। निर्धारित समय से पहले या बाद में request भेजने पर उसे स्वीकार किया जाएगा, ऐसा notice में कोई assurance नहीं दिया गया है।

Candidate Action Timeline

09 September 2026 → WBMCC urgent notice जारी
16 September 2026, 10:00 AM → Request window शुरू
18 September 2026, 12 Midnight → Request भेजने की अंतिम समय-सीमा
Round 3 onwards → Initialization के बाद eligible candidates fresh re-registration, registration fee और security deposit की प्रक्रिया पूरी कर सकेंगे।

Initialization का मतलब क्या है?

यह point candidates और parents के लिए विशेष रूप से समझना जरूरी है।

“Initialization” का मतलब सीधे seat allotment या admission नहीं है। WBMCC candidate की existing candidature को ऐसी स्थिति में लाने की व्यवस्था कर रहा है जिससे संबंधित eligible candidate Round 3 onwards re-register कर सके।

इसके बाद candidate को applicable registration process और payment requirements पूरी करनी होंगी और counselling rules के अनुसार choices/allotment process में जाना होगा।

इसलिए इसे “Round 3 में MBBS seat मिल गई” या “Management Quota admission confirmed” के रूप में नहीं समझना चाहिए।

₹2 लाख पहले जमा करने वाले Candidates के लिए महत्वपूर्ण Rule

Official notice में एक और महत्वपूर्ण स्थिति स्पष्ट की गई है।

जिन candidates ने Private College State Quota seats के लिए ₹2,00,000 security deposit पहले ही जमा किया था, उनके earlier submitted security deposit की वापसी पूरी counselling process समाप्त होने के बाद होगी। लेकिन notice के अनुसार पहले जमा की गई registration fee forfeited होगी।

इसलिए candidate को केवल deposit amount देखकर decision नहीं लेना चाहिए। Re-registration और financial implications दोनों को official rules के साथ समझना जरूरी है।

Round 3 में Seat Allot होने के बाद सबसे बड़ा Rule

यह इस पूरे notice का सबसे critical हिस्सा है।

WBMCC ने स्पष्ट किया है कि Round 3 onwards किसी Medical या Dental College में seat allot होने के बाद admission mandatory है, क्योंकि Round 3 onwards seat surrender की अनुमति नहीं है।

इसका practical अर्थ यह है कि Round 3 choice filling करते समय candidate को casually colleges add नहीं करने चाहिए।

जिस college को candidate वास्तव में join नहीं करना चाहता, उसकी preference देने से पहले college fee, total expected expenditure, location, course, quota, eligibility और applicable counselling conditions अच्छी तरह समझ लेनी चाहिए।

Private College Fee को लेकर WBMCC ने क्या कहा?

Notice में candidates को संबंधित Private College authorities से fee payment के mode के बारे में संपर्क करने की सलाह भी दी गई है।

WBMCC ने यह भी स्पष्ट किया है कि Private College fee से जुड़े issues के लिए WBMCC को responsible नहीं माना जाएगा। इसलिए Management Quota candidate को केवल tuition fee नहीं, बल्कि applicable college-level fee requirements और payment process भी पहले verify करना चाहिए।

West Bengal Round 3 Choice Filling में क्या Strategy रखें?

Round 3 में सिर्फ पिछले year’s cutoff देखकर choices बनाना पर्याप्त नहीं है। खासकर Private और Management Quota में candidate को अपनी NEET AIR, category, domicile/eligibility, available seat matrix, college fee और maximum budget को एक साथ देखना चाहिए।

एक practical approach यह हो सकता है कि colleges को preference के अनुसार Safe / Possible / Target / Ambitious groups में analyse किया जाए, लेकिन ये labels admission guarantee नहीं होते। Actual allotment current-year merit, available seats, candidate choices और WBMCC rules पर निर्भर करेगा।

सबसे महत्वपूर्ण बात यह है कि Round 3 में preference order वास्तविक willingness को reflect करे, क्योंकि allotment के बाद surrender restriction का सीधा प्रभाव candidate के decision पर पड़ सकता है।

Candidate Checklist

Request भेजने से पहले candidate को NEET application/data में registered email ID verify करनी चाहिए, अपनी Round-2 allotment status check करनी चाहिए और यह सुनिश्चित करना चाहिए कि वह notice में बताई गई candidate category में आता है।

Request के बाद WBMCC portal को लगातार monitor करना चाहिए। Initialization हो जाने को seat allotment न समझें। Round 3 re-registration, applicable registration fee, security deposit, choice filling और subsequent allotment instructions अलग-अलग महत्वपूर्ण steps हैं।

साथ ही किसी भी payment से पहले WBMCC portal तथा संबंधित college की official information को cross-check करना उचित रहेगा।

WBMCC कौन-सी Seats की Counselling करता है?

WBMCC के official portal के अनुसार West Bengal में Government Medical/Dental Colleges की State Quota seats के साथ Private Medical Colleges की State Quota, Management Quota और NRI Quota तथा Private Dental Colleges की applicable State/Management Quota seats की counselling WBMCC द्वारा की जाती है। Official portal यह भी बताता है कि Government UG MBBS/BDS की 85% State Quota seats state-level online counselling के माध्यम से allotted होती हैं।

इसलिए 09 September का urgent notice केवल एक सामान्य सूचना नहीं है; Private Medical/Dental counselling में Round 2 के बाद बाहर रह गए एक specific group को Round 3 onwards participation का रास्ता देने वाला महत्वपूर्ण procedural update है।

Candidates को social-media posts या third-party summaries के आधार पर financial या counselling decision नहीं लेना चाहिए। Original WBMCC document पढ़ना जरूरी है।
